Yeap, the Emacs Emacs not XEmacs Emacs :-)
XEmacs seems to take a bit of getting used to. Once I figure out EMacs,
and I've got a few hours spare, then I'll look at XEmacs.

I just open a file with a .tcl suffix. I don't explicitly invoke tcl
mode.

As I expected, when dealing with a file without a .tcl, the response is
nil.
If it is a .tcl file, tcl mode is started by Emacs, and the response is
t.
