Global Online Japan (now a subsidiary of Exodus.com). They aren't
perfect, but they're sensible and they're heading in the right
direction according to a sensible plan. Hell, they even tell you
ahead of time about scheduled outages to upgrade their modems, and
I've never had trouble connecting _during_ an upgrade period.
Miramar Internet (of San Luis Obispo, CA, and now defunct) was run by
a cypherpunk. They went _well_ beyond sensible (considering their
budget).
Now you've spoken to someone who's seen two.
Of course my private subscription is to GOL, but given that connecting
to them costs about 1 UKP (!!) per 3 minutes (telco charges, not
connect charges -- it's cheaper to call via a callback service or
personal phone, but the throughput goes into the tank), I generally
use one of the world's most insecure, incompetent, but _extremely_
well-connected ISPs: the University of Tsukuba. I mean, they can't
even determine that I'm using it for personal purposes, let alone do
anything about it. :-(
