Sounds like a DNS problem ... how is it configured ... having never used 
wvdial, I don't know what it does in the department. Is /etc/resolv.conf 
empty by default and populated by wvdial when a connection is established, or 
do you actually have something in it all the time ?

If wvdial populates it, I'd suggest populating it manually so it always has 
nameserver entries (those of your ISP). Alternatively, run a local DNS server 
and have resolv.conf point to that.

If its always configured correctly, then I have no idea :) But I'd still 
guess its a DNS thing.
