netscape

can anyone help with this one?

i created a new user. on logging on and running netscape for the first
time i get the error

'Buss Error'

a lock file is inserted into the newly created .netscape folder which
points to 

'127.0.0.2:1459'

can anyone tell me what it's pointing at (is it a port in the pc bios!)
how do i allow access to this (i'm geussing it's a permisions problem)
all other users are uneffected
the user does have access to the modem but that shouldn't cause any
problems anyway...
