whereis (if it behaves as documented) is a piece of crap.  Login as
root and do `which isdnctrl' instead.

This is implausible.  I rather doubt there is a trailing slash there.

ls -l /usr/sbin/isdnctrl and file /usr/sbin/isdnctrl may be enlightening.
